Description:This position is responsible for developing and executing strategic sales and marketing plans and programming to increase and maintain ridership on new and existing routes; managing an annual marketing budget; selecting and managing vendors, approving marketing and advertising programs, and managing contracts.

Plans, develops and implements annual comprehensive strategic sales and marketing plan(s) to increase public awareness of the Authority, attract and retain riders and increase revenue.

Works closely with other members of the Communications, Marketing and Customer Service Division and Planning and Service Development Division staff to identify public transit services to be marketed, and strategize ways to market existing and new service.

Negotiates and manages contracts for work performed by outside firms, including advertising, design, media buying and marketing campaigns. Evaluates overall sales and marketing priorities and strategies, and advertising investments and placement.

Identifies and meets with key employers, organizations, community groups, educational institutions, and other entities to partner with COTA to increase ridership. Develops and nurtures relationships with area businesses, employers and community stakeholders to develop new markets for COTA services. Develops and implements creative and cost-effective incentives to encourage ridership.

Manages the strategic direction of COTAís online assets, including web sites, mobile experience (including mobile site, texting and other tools, i.e., QR codes) and social media channels. In addition, oversees the planning, implementation and integration of online media buying and with offline advertising.

Develops and manages the Authorityís annual marketing budget.

Conducts and analyzes market research to identify existing attitudes about COTA and public transit and utilizes market and customer research data to maximize ridership.

Develops and manages the annual departmental operating and capital goals and objectives to support the Authorityís mission and initiatives by the Board of Trustees and the Leadership Team.

Achieves maximum productivity and high employee morale through the practice of sound and effective communication with employees at all levels.

Assists COTA in achieving its Affirmative Action goals and in eliminating discrimination on the basis of race, color, religion, age, sex, national origin, or disability.

Must have a Bachelorís degree in Marketing, Communications, or Business Administration. An MBA or Masterís Degree in Marketing is highly desirable.

Must have 10 or more years of sales and marketing experience producing and executing strategic sales and marketing programs and plans, and a track record of successful and measurable implementation of strategic advertising, sales and marketing campaigns.

Must have six to eight (6 to 8) years of experience of direct management of one or more sales and marketing campaigns; direct responsibility, oversight and management of sales and marketing teams, and a proven track record of managing and evaluating employee performance.

Must have a demonstrated ability to analyze and interpret market research, solve problems, and develop solutions to organize and implement sales and marketing plans and projects.

Experience working in and knowledge of public transit industry sales and marketing is a plus.

Must have experience in sales and marketing budget development, implementation and responsibility.

Must have excellent verbal and written communications skills, and have excellent human relations and negotiations skills.

Must be proficient in the MS Office (or equivalent) package, including but not limited to Outlook, Word, and Excel; must have the ability to learn new computer programs (software and applications).

Proficiency in using Adobe products, demonstrating a strong understanding of and experience in Content Management Systems, knowledge of third party application integration and mobile technologies is highly desirable.
