Description:SUMMARY OF RESPONSIBILITY

Under general direction, perform dispatch, radio communication, bus operator training and field supervision assignments. Incumbents may rotate through all assignments and are expected to obtain training and required certifications for any assignment.
Duties:MAJOR RESPONSIBILITIES OF POSITION (Specific Assignments)

Street Supervisor

Supervises and manages the Central Ohio Transit Authority’s daily operation of the fixed route transit system ensuring compliance with city, local, state, and federal laws governing transit services. Initiates communication with the city’s police, safety, and fire departments as well as local construction companies that might affect service. Maintains courteous and informative communications with the public and passengers pertaining to COTA service, schedules, and necessary changes due to emergencies and special events/circumstances.

Supervises, evaluates, and counsels assigned staff, achieving maximum productivity and high employee morale. Monitors operators by riding the system to evaluate operator efficiency. Monitors performance and maintain records of assigned operators.

Enforces departmental policies, procedures, and employee attendance. Initiates discipline procedures through the application of the union contract/policy manual as it pertains to bus operations activities. Exercises independent judgment as it pertains to the discipline, and grievance process by providing documentation and attending Step 1 Grievances.

Resolves day-to-day operating problems which arise as a result of, including but not limited to, vehicle breakdowns, accidents, missed or late routes. Makes appropriate decisions regarding restoring or maintaining service.

Maintains courteous and informative communications with the public and passengers pertaining to COTA service, schedules, and necessary changes due to emergencies and special events/circumstances.

Makes recommendations on management to improve operations, decrease turnaround times, stream-line work processes, and works cooperatively and jointly to provide customer service.

Participates in staff selection by effectively recommending the hiring of potential employees and providing/coordinating their training to improve employee skill gaps.


Station Supervisor-Barn-Foreman Desk

Dispatches operators in accordance with established schedules. Assigns all daily regular and extra work in accordance with COTA policies and union contract. Responsible for approving, and documenting any irregularities in scheduling such as misses and layoffs. Authorizes all absentee, adjustment in pay, layoff, vacation, sick leave benefit, absence and miscellaneous reports and documentation.

Supervises, evaluates, and counsels assigned staff, achieving maximum productivity and high employee morale. Monitors operators by riding the system to evaluate operator efficiency.

Monitors performance and maintain records of assigned operators Enforces departmental policies, procedures, and employee attendance. Radio Central Supervisor

Supervises, evaluates, and counsels assigned staff, achieving maximum productivity and high employee morale. Monitors operators by riding the system to evaluate operator efficiency. Monitors performance and maintain records of assigned operators.

Training Supervisor

Supervises, evaluates, and counsels assigned staff, achieving maximum productivity and high employee morale. Monitors operators by riding the system to evaluate operator efficiency. Monitors performance and maintain records of assigned operators or Bus operator students.

Provides direction, coaching, supervision, mentoring and support to new Bus Operators during the first 18 months after graduating from student operator training. Will have assigned employees during this time.

Enforces departmental policies, procedures, and employee attendance. Initiates discipline procedures through the application of the union contract/policy manual as it pertains to bus operations activities. Exercises independent judgment as it pertains to the discipline, and grievance process by providing documentation and attending Step 1 Grievances.

Trains, supervises, monitors, and evaluates training for all transportation employees in the classroom and on-the-road. Assists in the development of new and revised classroom training programs for bus operators, supervisors and operations employees.

Trains all employees including bus operators the proper CDL skills, and monitors street performance of current bus operators.

Trains new student bus operators in the classroom and on-the-road in customer relations, emergency procedures, ADA, pre-trip inspections, route training, driving skills, safe-driving methods and transportation technology including CAD/AVL and fare box operation; tracks progress of all students.

Trains Student Bus Operators on how to operate COTA vehicles and provide them with the information needed to learn all of COTA’s routes and rules of the road. Assists the Transportation Training Manager in reinforcing COTA policies and procedures during the bus operator training program.

Completes daily evaluations documenting student bus operator performance.

Observes and reports any overt attitudes towards the safe and efficient operation of COTA equipment, passengers, management staff, other students, or any signs of discrimination and/or inappropriate behavior of student bus operators.

Assists the Transportation Training Manager in any area of bus operator training, including classroom instruction, as well as providing instruction to bus operators on new equipment, and facilitating return-to-work training for bus operators, as needed.

Creates and conducts annual Refresher Training for bus operators and transportation supervisors.

Conducts retrains for accidents and return-to-works; works closely with the Accident Investigator in assisting with review and re-creation of accidents.

Makes recommendations on management to improve operations, decrease turnaround times, stream-line work processes, and works cooperatively and jointly to provide customer service.

Participates in staff selection by effectively recommending the hiring of potential employees and providing/coordinating their training to improve employee skill gaps.

Qualifications:STATEMENT OF QUALIFICATIONS

Transportation Services Supervisor – Training

High School Diploma or equivalent; preferably an Associate Degree in Adult Learning, Communications, Transportation, Business, Human Resources, Education, or related field; with two (2) years’ experience in coaching and/or supervision; a viable combination of education, training, and experience will be considered.

Must have at least four (4) years of driving experience as a COTA Bus Operator or a combination of commercial driving and training experience in the transportation industry.

Must have exceptional knowledge of COTA’s service area; knowledge of COTA’s routes preferred.

Must demonstrate professional oral and written communication skills and excellent human relations skills.

Ability to promote a team environment through applied leadership skills.

Must have knowledge and demonstrated proficiency with personal computers and standard software packages (Microsoft Word, Excel, PowerPoint, Outlook, etc.).

Instructional design experience is a plus.

The ability to obtain TSI certification within 12 months of employment.

Knowledge of defensive driving operations and of city ordinances pertaining to traffic and the State of Ohio Motor Vehicle Codes.

Must have a Class B Commercial Driver’s License (CDL) with airbrake/passenger endorsement or the ability to obtain.

Must be willing to work any shift and day as required.

Must have the ability to quickly grasp the provisions of COTA's Bargaining Agreement with TWU, Local 208; experience working in a union environment is a plus.

For current COTA Bus Operators:

1. Must have excellent customer service skills. No confirmed customer complaints during the past twelve (12) months.
2. Must have experience with Defensive Driving Techniques, COTA’s Operations and COTA’s Scheduled Bus Routes.
3. Safe driving record (no moving violations or preventable accidents) during the past year.
4. No discipline for violations of COTA policies for safe operation during the past two (2) years.
5. No more than forty (40) hours of sporadic misses or absences during the past twelve (12) months.
