Workers Compensation / Drug & Alcohol Program Administrator

|Description:||This position performs a variety of duties involving the Safety Program area. Work involves the planning, administration, and coordination of specific procedures, functions, projects, and activities related to Workers’ Compensation and drug & alcohol testing.|
|Duties:||1. Manages and maintain COTA’s injury, occupational illness and drug & alcohol databases. Receives accident reports from business units; investigates all occupational illnesses, injuries and accidents and initiates follow-up corrective measures with appropriate management to minimize or prevent recurrence of such injuries, illnesses and accidents; publishes a variety of reports on various subjects including workers compensation, the OSHA 300 log, accident reports, Public Employer Risk Free Reduction program, etc.|
2. Administers COTA’s Self-Insured Workers’ Compensation Program. Oversees the Third Party Administrator who administers the program. Coordinates the Workers’ Compensation claim process, receives all Workers’ Compensation claims, investigates such claims, monitors/tracks the status of claims, and monitors the status of workers ’ compensation claims by maintaining regular contact with the injured employee. Conducts semi-annual claims audits with COTA’s third party administrator.
3. Represents COTA at Workers Compensation state agency hearings. Briefs COTA’s hearing representatives and attorneys on all relevant issues pertaining to the case. Notifies appropriate departments when employees are on WC leave and when they return.
4. Works closely with benefits and payroll personnel on Workers Compensation leaves of absence and maintains records for accurate payment.
5. Maintains electronic and hardcopy of records to ensure the timely and accurate filing of all documentation pertaining to Workers Compensation and Drug/Alcohol Program. Meets with Safety Manager as necessary to review claims status, reserves, plans of action, etc. Prepares the OSHA 300 incident log and prepares month end report capturing types of injuries, causes, and proposed safety measures to prevent future similar type injuries from occurring.
6. Chairs PIC “injury committee”. Teams with committee participants to develop strategies to reduce incidence of employee injuries. Authors monthly PIC report and presents results at quarterly PIC meetings.
7. Coordinates COTA’s Transitional Work Program.
8. Assists with the administration of COTA’s Drug and Alcohol testing program. Acts as Designated Employer Representative to coordinate testing and communicate test results with specimen collectors and Medical Review Officers. Proactively researches DOT/FTA drug and alcohol testing guidelines to ensure sufficient knowledge to administer the program. Maintains all required Drug & Alcohol records, ensures compliance with drug and alcohol testing requirements makes required visits to drug and alcohol vendor sites, and completes annual reports.
9. Participates in Human Resource projects, such as researching legal issues or best practices related to Human Resource issues, policies, and programs; develops and produces various reports and analysis; develops orientation and briefing materials relevant to Workers’ Compensation and the Drug & Alcohol Program; plans, prepares materials for, or participates in special events or programs.
10. Assists the Safety Manager in the implementation and maintenance of COTA’s Safety department programs.
11. Performs other duties as directed.
|Qualifications:||• Must have a Bachelor’s degree in Human Resources, Business Administration, or a related field. Five (5) years of experience in Workers Compensation Administration. A viable combination of education and experience will be considered.|
• Must have knowledge of federal and state laws and regulations pertaining to Workers Compensation, and drug/alcohol testing.
• Must have excellent verbal and written communication skills.
• Must have excellent human relations skills and be able to deal with sensitive employment matters and maintain confidentiality.
• Must be able to effectively communicate with all levels of COTA employees, as well as outside medical and legal professionals.
• Must have knowledge and demonstrated proficiency with personal computers, Safety/Risk Management related software programs and standard software packages (Microsoft Word, Excel, Publisher, PowerPoint, Access, Project, Outlook, etc.).
